Abstract Inspection report of Rotherham Metropolitan Borough Council to assess its ability to carry out its safeguarding duties following the publication of the Jay report (2014) on the scale of child sexual exploitation in the borough. Includes assessment of: leadership and governance; scrutiny; services for children and young people; taxi and private hire licensing; and whether the council ‘covers up’ information. Concludes that the council is not ‘fit for purpose’ and does not protect vulnerable children and young people from harm.
