In 2008, the Children’s Bureau (CB) in the Administration for Children and Families (ACF) at the U.S. Department of Health and Human Services (DHHS) entered into cooperative agreements with 17 projects in 15 states to support the implementation of home visiting programs designed to prevent child maltreatment. This report describes the fidelity measurement framework adopted by the cross-site evaluation team and early fidelity outcomes for 44 agencies implementing home visiting services as part of the initiative. The report presents the guiding theory of the fidelity framework and its key components and indicators. Using this framework, the report summarizes the extent to which implementing agencies achieved fidelity with respect to their chosen home visiting models in three key areas: home visitor and supervisory caseloads, service duration, and service dosage.
