Charities work in a wide range of ways to help their beneficiaries and obtain funding from many sources. One of these may be by delivering services through a funding agreement with a local authority, NHS Primary Care Trust or even a government department. When we first published the initial version of this guidance, ‘contract culture’ was still a very recent development for charities. But the last few years have seen increasing numbers of charities undertaking this work and the debate has certainly moved on. Not least because Government is actively encouraging charities and voluntary organisations to play a major role in public service delivery and reform.
