An Overview of Changes in the Federal Medical Assistance Percentages (FMAPs) for Medicaid

This issue brief describes the FMAP formula, analyzes how actual FMAPs have changed since the enactment of Medicaid in 1965 and discusses the outlook for FMAPs in 2013 and under the implementation of the health reform law beginning in 2014.
