Tensions between different perspectives in tobacco control are well documented, particularly in relation to the role of electronic cigarettes in achieving tobacco control goals. However, few studies have applied systems thinking to elucidate key tensions in the development of tobacco control policy and how these are influenced by key actors.
We know that tobacco policy is contested. This study provides a description of key points of contention around the issue of ‘boundaries’. Articulating boundary issues can shift the narrative and support equitable and enduring policy solutions.
Understanding perspectives across identified boundary issues supports narrative shifts that make issues legitimate and worth policy action.
