Investing in community goals is essential to an inclusive recovery. Prior to the pandemic, several community-based organizations in Rochester, NY developed Initiatives centered on racial equity. Major overlapping priority areas within these various initiatives include housing, economic growth, and community development, which align well with the building blocks of inclusive recovery identified by Urban research. The City of Rochester, the Rochester City School District, and Monroe County’s initial spending plans were informed by community engagement and feature several policies that overlap with the community’s pre-pandemic equity initiatives. However, several priority policies from these equity initiatives have been overlooked, such as funds to support equity oversight boards, capital access for BIPOC-owned businesses, and support for neighborhood groups. As the city, school district, and county continue the process of allocating federal recovery funds, building towards an inclusive recovery will necessitate identifying and filling these gaps while continuing the work of engaging residents to understand current community needs.
