The LEAP programme was established to meet the learning needs of 45 low-skilled and
long-term unemployed individuals (primarily aged 18-35) in the Dublin area, who were
previously homeless or at risk of homelessness, and who were deemed ready to progress to
training and employment, in order to provide them with the skills required for identified
labour market opportunities in the food, warehousing and social care sectors.
Focus Ireland subsequently commissioned an external summative evaluation of LEAP. This
consisted of the development of an evaluation framework, a review of relevant external
literature and internal documentation, extensive consultation with key and secondary
stakeholders, data analysis and evidence-informed reporting.
