An Urban Institute evaluation of the Community Services Block Grant (CSBG) component of 2009’s federal economic stimulus package details how funds were used to create or save jobs, serve more needy families, improve existing programs, set up new services, and build the capacity of local government agencies and nonprofits to deliver services more effectively. The study evaluated the implementation of CSBG ARRA in eight states: California, Georgia, Massachusetts, Minnesota, New York, Oklahoma, Virginia, and Washington. Collectively, they accounted for 14.5 percent of the $1 billion CSBG ARRA spending.
