“The biggest danger from the current pressures on higher education in the United States comes from the use of extra-legal means to undermine the autonomy of the university,” Quinn said. “At the federal level, the government is using not only executive orders but [also] coercive executive actions, cancelling of contracts, not making payments on approved grants, changes to various policies and practices outside the terms of statutory rules and procedures.”
