State tracks child abuse deaths but critical gaps remain | Opinion

Counties and the Pennsylvania Department of Human Services (DHS) are required to study and disclose information when a child dies or nearly dies from suspected or substantiated child abuse or neglect. Act 33 requires interdisciplinary teams review the circumstances leading up to the child’s fatality or near fatality, including the extent to which the child, their family or the perpetrator had previous contact with child protection, law enforcement, mental health, drug and alcohol services, schools, courts, health care providers or other private or public services or systems.
