As eligibility for participating in Vermont’s emergency motel housing program tightened in April and July, agencies and the town looked to blunt the impact.
Individuals leaving the motels in cold weather and with disabilities “concerns me,” Isaac Evans-Frantz, Select Board member and executive director of Action Corps, said in April. He called the exits a “policy choice” by state government.
