But this time, the U.S. aim seems to be to hobble or substantially dismantle the WHO rather than to reshape it or hijack it for its own purposes. Merely leaving the organization is not enough; the Centers for Disease Control and Prevention has gone so far as to issue a guidance document saying, “CDC staff should not be co-authors on manuscripts/abstracts with WHO staff.” If the WHO survives this latest U.S. assault and limps into the future, it will almost certainly not be the organization that was dreamed of by its visionary architects in the 1940s or promoted by its idealistic and ardent supporters today.
