Scammers exploit loophole in federal law, leaving SNAP recipients without crucial benefits

Before December of last year, stolen benefits were replaced through the Farm Bill. That program ended, and now, it’s up to the states, but the Virginia Department of Social Services told ABC13 that the Commonwealth doesn’t have the funds to replace stolen benefits.
