State Lawmakers Eye Forced Treatment to Address Overlap in Homelessness and Mental Illness

Half of the country’s unsheltered people live in California, many in encampments such as this one, on Los Angeles’ Skid Row. Although only about a quarter to a third of homeless people are estimated to have a serious mental illness, they are the ones other residents are likely to encounter in California’s cities.
