Abstract
This study examines the agencies responsible for investigating when a member of the public is seriously injured, is killed or experiences other serious and potentially criminal actions at the hands of police officers in Canada. The article takes a comprehensive approach by examining all police oversight agencies that are responsible for responding to and investigating allegations of police criminality—eight organizations, across nine jurisdictions. The study integrates insights from public administration and police accountability literature and examines the structures and administration of the agencies. The study provides a critical assessment of the state of police oversight for serious incidents in Canada, it identifies agency outputs (including case substantiation), levels of independence, efforts at transparency, and considers the challenges in attempting to hold police accountable in Canada.

Cette étude examine les organismes chargés d’enquêter lorsqu’un membre de la population est gravement blessé, tué, ou subit d’autres actes graves et potentiellement criminels aux mains des policiers au Canada. L’article adopte une approche globale en étudiant tous les organismes de surveillance de la police qui sont chargés de répondre et d’enquêter sur les allégations de criminalité policière—huit organisations, dans neuf juridictions. L’étude intègre les connaissances approfondies tirées de la documentation sur l’administration publique et sur l’imputabilité de la police et étudie les structures et l’administration de ces organismes. Nous offrons une évaluation critique de l’état de la surveillance policière concernant les incidents graves au Canada, identifions les rendements des organismes (y compris la justification des cas), les niveaux d’indépendance, les efforts de transparence et explorons les défis pour tenter de tenir la police responsable au Canada.
