Rosemary Agnew, the Scottish public services ombudsman, who is tasked with ensuring that complaints against public bodies are dealt with fairly, echoed Fitzhenry’s concerns about public scrutiny of social care. “Put simply, we don’t think we would be able to challenge professional social work decisions in complaints,” she said. “This would be a very retrograde step.”
