The Lower Ninth Ward of New Orleans under water after Hurricane Katrina, on Sept. 10, 2005. Nearly all rebuilding grants in the Lower Ninth Ward were based on the value of homes, not on the cost of repairs. That element of the grant formula meant many poor homeowners didn’t have enough money to rebuild.
