Drug misuse and dependence is one of the most serious problems for offenders in Britain’s criminal justice system, and for society as a whole. A 2008 UK Drug Policy Commission report, Reducing drug use, reducing reoffending, found that in 2000, 73 per cent of male prison entrants had used a drug in the year before, and 31 per cent had used heroin.
