This report evaluates the effectiveness of Kansas’s legislation allowing alternative sentencing policies for drug offenders. It also assessed the effectiveness of Kansas Senate Bill 123. The bill passed in 2003. It created mandatory community-based supervision and drug treatment for nonviolent offenders convicted of a first or second offense of simple drug possession.
