he information found in this manual is based on the policies and practices used in the original study sites and input from the pilot agencies that tested this package. Some of the information presented may vary by state or local jurisdiction. h is is especially true as
it relates to the policies and practices of many correctional facilities. Sites adopting Project START should make modifi cations to fi t local policies and practices without compromising the program’s core elements. Additionally, the terms used in this manual are typical of the terms used at the original
study sites. Examples of such terms include warden vs. superintendent, correctional staff vs. security staff . Other regions may use diff erent terms and those should be replaced to reflect local terminology
